The following list of general regulations for the City of Murphysboro is intended for all residents. This list is not all-inclusive, but is intended to assist new residents in learning more about the standards established for Murphysboro.
Building Permits
No structure, building, wall or part thereof shall hereafter be built, enlarged or altered until plans of the proposed work, together with a statement of the materials to be used, shall have been submitted to the Code Enforcement Division. Examples of construction that require a building permit include: new structures (residential and commercial), additions, storage buildings/sheds, decks, and fences.
A fee to be charged for such permit shall be based on the cost of construction as follows:
A base fee of $5.00 for construction materials not exceeding $1,000.00 in cost; thence a rate of $2.00 per thousand dollars of construction materials thereafter.
Nuisances
Filth – To cause or suffer the carcass of any animal or any offal, filth or noisome substance to be collected, deposited, or to remain in any place to the prejudice of others.
Deposit of Offensive Materials – To throw or deposit any offal or other offensive matter, or the carcass of any dead animal in any watercourse, lake, pond, spring or common sewer, street, or public thoroughfare.
Litter on Streets – It shall be unlawful for nay person to deposit or allow trash, paper, cardboard, wire, dirt, rock, stone, glass, brick, lumber, wood, or litter of material object of any size or description to fall upon the streets of the city from any moving vehicle, or to be thrown from a moving vehicle, or to throw from a moving vehicle and to remain thereon.
Accumulations of Junk & Trash – To deposit or pile up any rags, old rope, paper, iron, brass, copper, tin, aluminum, ashes, garbage, refuse, plastic, brush, litter, weeds, slush, lead, glass bottles or broken glass upon any lot, piece or parcel of land or upon any public or private alley, street or public way within the city.
Garbage & Debris Accumulation Prohibited – No person shall permit any garbage or trash to accumulate on their premises or private property. It is hereby declared to be a nuisances and it shall be unlawful for the owner or occupant of real estate to refuse or neglect to remove garbage or debris therefrom.
All containers used for the temporary storage of garbage or trash shall have a lid or cover and said lid or cover shall be securely placed on such container at all times when garbage or trash is being temporarily stored therein.
Grass & Weeds – It shall be unlawful for anyone to permit any weeds, grass or plants, other than trees, bushes, flowers, or other ornamental plants to grow to a height exceeding eight inches anywhere in the City. Any such plants or weeds exceeding such height are hereby declared to be a nuisance.
Abandoned, Inoperable, & Unlicensed Motor Vehicles – No person shall abandon any vehicle, leave any inoperable motor vehicle, nor shall park or store any unlicensed vehicle within the city limits.
Swimming Pools
- No private swimming pool shall be located in any front yard or closer than 10 feet to any side or rear lot line.
- Every in-ground swimming pool that is more than 2 feet deep shall be completely enclosed by a wall or fence at least 4 feet in height. The passage through such wall or fence shall be equipped with a child-resistant gate, self-closing/locking gate, or other positive means of controlling access to such pool.
- Every above-ground pool of rigid wall construction that is more than 2 feet deep shall be completely enclosed by a wall or fence at least 4 feet in height. The passage through such wall or fence shall be equipped with a child-resistant gate, self-closing/locking gate, or other positive means of controlling access to such pool.
